Whether foreign documents is needed to be verified by the Chinese embassy

I am British my wife is Chinese. Our son is 5 years old and was born in Dubai and has a birth certificate issued in Dubai. He is a British citizen. My wife is having problems getting him a permanent/long term visa in order for him to stay with her here in China. She has been told that she must have his birth certificate attested in Dubai by the Chinese Embassy in order for the visa to be processed. The problem is the Chinese Embassy in Dubai will only process/attest papers from people who are resident in the UAE, which we are not. Do you know if there is any other way this visa can be issued and if this procedure is correct? I have looked for information on various websites but have been unable to find anything. Since the birth certificate was issued by the Dubai Authority, if it is used in China, it is needed to be verified by the Chinese Embassy in Dubai. Therefore, the procedure here is correct. In this case, i suggest you try to ask a lawyer in Dubai to notarize the birth certificate of your son and ask the Chinese Embassy to verify(attest)the notarization of the lawyer. Or you could ask for legal advice in Dubai.
