Happy Zhuhai vision: place to be proud of

THE central task of the 12th Five-Year Plan period is to begin a Happy Zhuhai Initiative by spearheading industrial transformation and upgrades.

Efforts will be made to enhance the city’s capabilities while stimulating construction of Zhuhai as a core city on the west bank of the Pearl River Estuary. Under the plan, residents will have a greater sense of material abundance, personal safety, interest equity, affiliation and pride of ownership. Zhuhai will take the provincial lead in fulfilling the Happy Guangdong Initiative.

These objectives were put forward at the 9th plenary conference of the 6th CPC Municipal Committee held last Wednesday and Thursday.

Gan Lin, party chief of the CPC Municipal Committee, delivered the keynote speech and Mayor Zhong Shijian delivered an explanatory speech concerning drafting of the 12th Five-Year Plan on the opening day. Gan also delivered a concluding speech and Zhong addressed economic work.

11 percent GDP seen
In 2011, GDP will increase by 11 percent, per capita GDP 8.8 percent plus, large-scale industrial added value 13 percent plus, investment in fixed assets 16 percent, imports and exports 10 percent, actually absorbed foreign direct investment 3 percent, introduced registered capital of domestic enterprises 20 percent, budgetary revenue 13 percent, per capita annual disposable income of urban dwellers 10 percent and per capita net income of rural residents and fisherfolk 9.1 percent. Meanwhile, the urban unemployment rate will stay below 3.3 percent, and population growth will be below 9.3 per thousand.

To achieve the goals, efforts must be made to reinforce transport infrastructure construction, facilitate formation of a transport hub city on the west bank of the estuary, promote construction of a modern industrial system, boost urbanisation and urban and rural coordinated development, enhance soft power of the city to strengthen its clustering and radiating capability, and push up livelihoods and accelerate formation of a Happy Zhuhai, it was pointed out at the conference.

Work reviewed
GDP in 2010 is estimated to be up 12.8 percent, reaching 120.2 billion yuan ($18.1 billion). Construction of the pattern of transportation, industry and city within a framework was fully promoted, economic growth accelerated and major progress achieved in constructing transport infrastructure. Meanwhile, industrial structure was adjusted and optimised and a new pattern of urban development is taking shape. Achievements were also made in ecological construction, Hengqin development and regional cooperation, construction of a culture-intensive city, improvement of livelihoods, social stability and harmony, deeper reform and opening up, construction of democracy and the legal system and in other areas.

Achievements in 2010
Municipal revenue rose to 12.45 billion yuan ($1.87 billion), up 22.8 percent. The city spent 8.21 billion yuan ($1.23 billion) last year, 102.4 percent of budgeted investment, a rise of 6.8 percent. Meanwhile, investment in transport projects was 5.54 billion yuan ($833 million), an increase of 47.1 percent. Some 8 billion yuan ($1.2 billion) of domestic capital was introduced and actually absorbed foreign investment reached $1.22 billion, up 41 and 3.7 percent respectively.

Notably, 39 of the World’s Top 500 Enterprises made 85 investments in Zhuhai.

Five newly imported aviation, marine engineering equipment, shipbuilding, port machinery and other manufacturing projects with total investment of nearly 70 billion yuan ($10.53 billion) are expected to yield annual output of 84 billion yuan ($12.63 billion) upon operation in five years.

The 8th China International Aviation & Aerospace Exhibition generated 28 projects valued at $9.3 billion, a record high in Airshow China history.

Reutilisation of 36 old towns, factories and village dwellings covering 1.4sqkm was initiated last year, saving as much as 65 percent of land area.

Twelve government departments turned over 97 authorities to Hengqin New Area, which made positive progress in applying for policies concerning customs clearance, taxation, finance, industry and other areas.

Some 28.57 million yuan ($4.3 million) was spent renewing water conservancy works in rural areas, and such works in two villages of Doumen District and the Dong’an Community of the Hi-Tech Industrial Development Zone were completed.

Around 56.7 million yuan ($8.53 million) was spent restoring six dangerous bridges and 13 highways as long as 25.9km in rural areas.

Approximately 84.43 million yuan ($12.7 million) was invested in planting landscape trees along urban trunk roads and in parks.

Nearly 300 million yuan ($45.1 million) was spent building 82km in regional greenways and 180km of urban community greenways.

An additional 144 Hong Kong and Macao businesses were registered and $640 million in Hong Kong and Macao investment was utilised.

Six hi-tech enterprises got listed on the stock market, the largest number since the founding of the special economic zone.

Forty-three national hi-tech enterprises and eight Top 100 Provincial Innovative Enterprises were added with 58 independent innovation products.

Some 5.76 billion yuan ($866 million) was expended on citizen livelihood, accounting for 39.6 percent of the general expenditure and 14.2 percentage points higher than the previous year.

Disposable income of urban dwellers grew by 11 percent to 25,382 yuan ($3,816.8). Moreover, fiscal subsidies of 180 million yuan ($27.1 million) were earmarked to provide 12-year tuition-free education to 146,000 students at 198 schools in Zhuhai.

Requirements & goals
Stress was made that the 12th Five-Year Plan must be strategic, forward-looking and instructional to closely match the arrangement of Zhuhai’s new-round development and goals: in 2010, Zhuhai will have a core-city status with per capita GDP topping the PRD region and a first-grade environment, prosperous culture, excellent rule of law and an impartial society.

Social and economic development goals for the 12th Five-Year Plan period are: The economy continues to develop rapidly; transport infrastructure construction forges ahead; industrial structure adjustment bears abundant fruit; population structure continues to optimise, various social undertakings comprehensively progress; soft power of Chinese culture further ascends; and construction of democracy and the legal system scores new improvement.

Strategies
The12th Five-Year Plan period begins in 2011. Senses of responsibility, urgency and mission should be strengthened to further implement the Outline of the Plan for the Reform & Development of the Pearl River Delta and Hengqin Overall Development Plan and to fulfil all missions for the period. Five strategies to be implemented this year were announced at the conference -- green development, innovation-driven progress, east-west wing interactivity, regional synergy, and harmony and sharing.

Targets for districts and feature zones
Hengqin New Area is to accelerate application for policy approval, construction of projects, and innovation of systems and drive the Pearl River Delta, serve Hong Kong and Macao and take the lead in developing the demonstration zone for closer cooperation between Guangdong, Hong Kong and Macao.

Xiangzhou District is to boost connections to north Guangdong and Macao, develop its modern service industry, become a regional commercial and business service centre and build the name brand of Xiangzhou Service.

Jinwan District, relying on the Aviation Industrial Park, is to create a “golden coast, an aviation town and a pharmaceutical valley” and forge the biggest national along with a world-renowned general aviation industry base.

Doumen District is to build the harbour-based advanced manufacturing industry development platform centring on Fushan Industrial Park, modern agriculture and eco-tourism development platform centring on the eco-agriculture park in the north, and construction platform starting with projects for the western central urban area, and to build a wealthy, prosperous and picturesque New Doumen.

The Hi-Tech Industrial Development Zone is to further improve its investment environment and strive to stand out among the 56 state-level hi-tech zones throughout the country.

The Free Trade Zone is to improve functions that fit the port and customs and accelerate industrial transformation and upgrading.

The Wanshan Marine Development Experimental Zone is to greatly develop a modern fishing industry, island tourism and marine technologies, and endeavour to become a state-level marine comprehensive development experimental zone.

The Gaolan Port Economic Zone is to expedite improvement of port assembly and distribution systems and industrial clustering development, and try to become a world-class shipbuilding and marine engineering equipment manufacturing base, a state-level clean energy and petrochemical base and a great harbour of 100-million-tonne capacity.

Gan urged all government officials and people of all walks of life to maintain a passion and momentum for work, the pioneering and innovation spirit, hard work and tenacity to proceed with determination and score new achievements in Zhuhai’s new-round development.

CPC organisations at all levels, party members and people from all walks of life were called upon to hold high the great banner of socialism with Chinese characteristics, closely unite around the party’s Central Committee led by General Secretary Hu Jintao, and to further apply the Scientific Outlook on Development. Also called for were construction of a new special zone with a conservation culture, a demonstration city of scientific development and a core city on the west bank. It also encourages arduous efforts to create a happier and better life and usher in the 90th anniversary of the founding of the Chinese Communist Party, which will be July 1, with outstanding achievements.

Also present were members and alternate members of the CPC Municipal Committee and leading officials of the Standing Committee of the Municipal People’s Congress and Municipal Standing Committee of the CPPCC, intermediate people’s court, various government departments, Hengqin New Area, various districts, towns, subdistricts, feature zones and parks, institutions of higher learning, central and provincial offices in Zhuhai and other organisations and departments.

Very good read. The article has a lot of information. Now, what I need and what I think other folks need too, is a connecting point to some of the things mentioned there. What do I mean? For instance, I am interested in investing in Zhuhai's Municipal Bonds and their Corporate Bonds. How does one go about doing that and what are the smallest and largest denominations offered of both types of bonds? Thanks.
