In Northeast China,that is a regular goverment acts to raise alarm of air defense on each Sep.18th,aiming to remind all citizens there an important war initialized date occured in China in 1931,which all Chinese should not forget.
By living there four years,I believe that is a suitable behaviour for authority to recall people's memory as well as wariness.

I was in Zhuhai and I head it... LOUD and CLEAR... may be I will not hear the next one ;)
