The growth of privately run businesses and small and medium-sized enterprises was encouraged at a government briefing on Thursday. Large emerging-industries are also part of the strategy that includes a new investment scheme to provide motivation over the next three-to-five years.
The plans also suggest that foreign, government and private investments can comfortably coexist.
Furthermore, the urban layout will be readjusted to expedite the Major Transfer in East Wing & Development in West Wing Strategy and to form an industrial service sector in the east and manufacturing sector in the west.
The Zhuhai Science, Technology, Industry, Trade & Information Technology Bureau is urging that the Zhuhai Special Economic Zone Technical Innovation Regulations be authorised. The regulations encourage enterprises to develop new key products, support pilot projects for independent innovative products, back the establishment of R&D institutions, and govern housing for scientific and technological personnel.
The bureau also wants the city government to issue policies to hasten the development of biopharmaceuticals and strategic, emerging industries and to foster a private economy. For example, the industrial policy for biopharmaceuticals encompasses industrial R&D to production, circulation and service. Besides, at least 30 million yuan ($4.39 million) should be appropriated to back up technical research and applications for each year to 2016, according to the bureau.
Meanwhile, the bureau has worked out development plans for the yacht and automobile industries, the industrial development plan for the 12th Five-Year Plan Period, the scientific and technical development plan and so on. These plans will strengthen macro instruction regarding industrial development in the city, according to the bureau director, Yang Chuan.
The city’s aviation, biopharmaceutical, software and integrated circuit, new energy and other competitive industries are included in the provincial key industries layout. For example, the Aviation Industrial Park has become the city’s first province-city advanced manufacturing base while Gaolan Port Economic Zone has become a provincial heavy-chemical industry cluster demonstration zone. Meanwhile, Sanzao Town is a provincial biopharmaceutical industry cluster demonstration zone and the Hi-Tech Development Zone Software & IC Design Industrial Base is a provincial strategic emerging industry base.
Priority has been given to an engineering centre, corporate technical centre, public laboratory and technology-based enterprise incubator to further enhance service at the Southern Software Testing Centre, IC Design Centre and other public technical support platforms, Yang explained.
